Steve was a direct advisor to President George W. Bush for two terms, from 2001 to 2009. While serving under the Bush presidency, he led the Human Genome Project, the National Nanotechnology Initiative and the US-China Strategic Economic Dialogue.

During his tenure in Congress, Steve worked closely with federal and state agencies, as well as international counterparts and the private sector. He was also on the panel of judges for the White House Fellows program, which is regarded as one of the world's most prestigious leadership and public service programs.
